In 2008 CyMAL Museums Archives and Libraries Wales launched the Libraries for Life programme with the aim of creating a 21st century library network for Wales.  To assist in achieving this aim four regional library partnerships were created: North Wales, Mid Wales, South West Wales and South East Wales.  Within each region cross sector links and partnerships were established to pool expertise, share good practice and deliver joint services.

In 2010 an opportunity arose to develop the shared services even further by establishing a close working collaboration between the South West and Mid Wales Library Partnerships and this group is now known as SWAMP.  SWAMP includes libraries within the geographical area covered by the counties of Carmarthenshire, Ceredigion, Neath Port Talbot, Pembrokeshire, Powys and Swansea.

Local Authority, Higher and Further Education Institutions and a number of Health, Government and Specialist library services make up the South West and Mid Wales Library Partnership.

SWAMP Passport Scheme

SWAMP has a passport scheme which library members can use to visit and borrow from other libraries. The scheme covers most of the libraries within the SWAMP region. Members are issued with a paper Passport which they present when borrowing from other libraries and any borrowing restrictions in place are clearly indicated on the Passport itself.

SWAMP Work Experience

In 2012 SWAMP produced a guide to work experience opportunities for library staff within the region. It gives staff real opportunities to gain a wider experience of libraries both for use in their current roles and for personal development. Staff may choose to work in a library similar to their own which has the same purpose but might be doing things differently, or in a completely different type of library to gain a new experience. The scheme is truly cross-sectoral with participants from local authority, higher and further education and health library services.

Workforce development is a key activity for SWAMP.  With funding from CyMAL, the partnership offers libraries across all sectors in the region relevant and value for money training opportunities for library staff.  By facilitating meetings, encouraging networking and the sharing of information, SWAMP enables libraries to work together to deliver enhanced services for users and offers support for additional regional projects as appropriate.  The partnership also supports national developments such as marketing and digital inclusion and works with SEWP (South East Wales Library Partnership) and NWLP (North Wales Library Partnership) to develop the work of the partnerships and share expertise.
